Background
Attended schools in Mexico City and East Los Angeles. Has worked in large urban centers and has undertaken field research in Latin America and the United States. Has been involved in education since 1968 teaching courses at USC, UCSC, UMASS and SDSU. He is also a researcher and consultant to community development agencies. His research interests include public equity, school desegregation, language policy, critical pedagogy, student achievement, and parental leadership.
In the last ten years, he has also been involved in developing processes for forecasting the educational needs of school districts through demographic trends, socio-political conditions, fiscal allocation of resources, and educational reform trends.
Since 1975, he has worked with over 80 school districts in California in providing technical assistance in the areas of:
- language policy and assessment,
- bilingual instructional programs,
- curriculum programming,
- staff development,
- community development,
- organizational development and school climate, and
- program management, monitoring and evaluation,
- parental leadership and community development,
- evaluation programs of the pre-school to high school levels.

Publications
Professor Ochoa has over 50 publications on non-formal education, educational planning and development, parent leadership, national origin desegregation, bilingual education, language policy, and evaluation. He has also edited journals, offered seminars, and evaluated early childhood education programs. He also serves as a consultant to numerous educational agencies in the field of educational and community development.

Other Interests
Areas of interest include educational and community development, organizational receptivity to change, bilingual education, race/gender/national origin desegregation, parent leadership, and multicultural/critical pedagogy. All of these areas have an educational equity and action research focus. Future endeavors will continue to focus on educational community development, social equity and democratic schooling.
He is actively involved in research (AERA) and bilingual education (CABE and NABE), as well as in the field of sociology. He is also actively involved in the Parent Institute for Quality Education. Special areas of interest include the study of mesoamerican archeology and the study of nahuatl philosophy and Latin American poetry. He is also involved in recreational sports.
