Abstract/Summary comprehensively describes the proposal with great clarity and precision and meets length requirements.

Introduction

1 to 6 points

Fails to describe the agency's qualifications or establish credibility.

7 to 8.5 points

Makes a believable case for the agency's qualifications and establishes credibility.

9 to 10 points

Makes a superior case for the agency's qualifications and establishes credibility.

Problem/Needs Assessment

1 to 12 points

Problem/Needs Assessment missing or clearly not related to RFP guidelines.

13 to 17 points

Problem/Needs Assessment documents needs to be met or problems to be solved.

18 to 20

Problem/Needs Assessment makes excellent case for the proposal. The vast majority of the relevant information has been included.

Objectives

1 to 6 points

Objectives are missing or clearly irrelevant to proposal.

7 to 8.5 points

Objectives are relevant to the proposal and clarify its purpose.

9 to 10 points

Objectives thoroughly establish the benefits of the funding in measurable terms.

 

Methods

1 to 12 points

Methods of achieving the proposed results are missing or not clearly stated.

13 to 17 points

Methods describing the activities to be employed to achieve the desired results are clearly stated.

18 to 20

Methods describing the activities to be employed to achieve the desired results are clearly stated and comprehensive of the proposal's components.

Clarity of writing

1 to 6 points

It is hard to know what the writer is trying to express. Writing is convoluted. Misspelled words, incorrect grammar, and improper punctuation were evident.

7 to 8.5 points

Writing is clear, but unnecessary words are used. Meaning is sometimes hidden. A few words are either misused or misspelled. A few grammar and punctuation errors have been found.

9 to 10 points

Writing is crisp, clear, and succinct. The writer incorporates the active voice when appropriate. No misspelling, grammar, or punctuation mistakes are evident.

Evaluation

1 to 5 points

The plan of evaluation is missing or fails to adequately address how the proposal will be evaluated.

6 to 9.5 points

Contains a plan for determining the degree to which the objectives are met and methods are followed.

10 points

Contains a comprehensive and detailed plan for determining the degree to which the objectives are met and methods are followed.

Budget

1 to 6 points

Budget is missing or contains items not relevant to the proposal.

7 to 8.5 points

Most items in budget are related to specific proposal topics and the total is within RFP guidelines.

9 to 10 points

All items in budget are related to specific proposal topics, the total is within RFP guidelines and costs are clearly delineated to be met by funding source, the applicant and other parties.
