School Psychology Student Association (SPSA)

The SPSA was organized out of the students' desire for:

(1) additional education and training in the field of school psychology
(2) the need to provide peer support while progressing through the program
(3) to inform interested students about our program
(4) to discuss issues which arise from the context of our diverse student body
(5) to provide opportunities for professional involvement and development of leadership skills.

Although SPSA was officially formed in 1985, we are continually refining our goals, directions, and activities. By 1986 the students developed and instituted the SPSA constitution. This provided structure and policy for members in various areas of the Association. School psychology faculty support the SPSA in various ways and one faculty member serves as an advisor. SPSA Board members are elected annually. Board members become exposed to group dynamics and learn how to function cooperatively to serve the focus of the SPSA. The contributions of the SPSA Board are vital to planning program meetings, arranging for distinguished speakers, and organizing particular workshops and training seminars.

SPSA Meetings:

Attempts will be made to hold monthly meetings during the academic year. Each meeting has two major components: SPSA business and professional enhancement. Business meetings will include reports from each of the officers, announcements of upcoming activities, and discussions of items presented by student members. The professional enhancement segment will consist of a guest speaker, usually from the university or local community. SPSA meetings will be announced on the School Psychology Bulletin Board. Following the meeting, minutes will be posted on the Bulletin Board.

SPSA Executive Board Meetings:

Board meetings are also held approximately monthly during the academic year and occasionally during the summer months. Much of the business of the association is conducted by the Board. Board meetings are always open to participation of all students. Items for the agenda, however, should be submitted to the President one week in advance of the meeting, if at all possible. Board meetings will be announced on the School Psychology Bulletin Board. Following the meeting, minutes will be posted on the Bulletin Board.

SPSA Committees:

Throughout the academic year, there will be call for involvement in SPSA through a committee structure. Committees are formed to address specific needs as they arise. At the present time, there are no standing committees. Should you agree to serve on a committee, remember that the root word of committee is commit!

The School Psychology Bulletin Board:

The Bulletin Board, located around the corner from the department office, is a major source of communication with students. All SPSA meetings, activities, and events will be posted here. If you have something you would like to share with the school psychology community, please give it to the support staff in the school psychology office. Only approved announcements will be posted.

While some of the officers have specific responsibilities, the Board functions in a cooperative decision-making and leadership style. If you have issues that you would like to be addressed by the SPSA Board, you may take them to any of the officers to bring to the attention of the Board. Specific agenda items for Board meetings, however, should be given to the President one week in advance of the meeting. Please consult the Student Directory for phone numbers of Board members.

CONSTITUTION OF THE SCHOOL PSYCHOLOGY STUDENT ASSOCIATION
(Founded 1986)
 Article I. Definition of Key Terms

Constitution: The primary document of the School Psychology Student Association, San Diego State University, which serves as the basic charter to guarantee rights and powers to the members.

Association: The term which designates and refers to the School Psychology Student Association.

Organization: The term is used interchangeably with the term Association which in each case refers to the School Psychology Student Association.

Article II. Name and Office

Section 1. Name

Name of the organization shall be School Psychology Student Association which shall be a not-for profit organization.

Section 2. Office

The Association shall maintain a permanent office in the Department of Counseling and School Psychology, San Diego State University.

 
Article III. Purposes, Limitations and Dissolution

Section 1. Purposes

The purposes of the Association shall be:

a. To promote professional growth of students in the School Psychology Program.
b. To educate students and the community about the services and practice of psychology in the schools.
c. To better prepare the school psychology community to serve the mental health and education needs of all children and youth in a multicultural society.
d. To provide an opportunity for school psychology students to develop leadership roles.
Section 2. Limitations

The Association shall be nonprofit, nonpartisan and nonsectarian in its purposes and activities.

Section 3. Dissolution

The Association shall use funds only to accomplish the objectives and purposes specified in the Constitution, and no part of said funds shall inure to or be distributed to the members of the Association. On dissolution of the Association, any funds remaining after the payment of all debts shall be distributed to one or more not-for-profit corporations with goals similar to this one, or to one or more regularly organized charitable, educational, or philanthropic organizations to be selected by the membership.

 
Article IV. Membership

Section 1. Membership

The following categories shall describe membership in the Association:

a. Membership: a full-time or part-time student in the School Psychology Program at San Diego State University. Members may vote, hold office, and chair committees.
b. Affiliate Membership: those individuals interested in school psychology issues and concerns. Affiliate members may work on committees, participate in activities and discussions. Affiliate members may not vote.

c. Honorary Membership: faculty members or other professionals (with exceptional interest) in the School Psychology Program at San Diego State University, field supervisors of students in the School Psychology Program at San Diego State University. Honorary members act as mentors for membership. Honorary members may not vote.
Other categories may be created and defined as the need is recognized by the Executive Board.
 
Article V. Officers

Section 1. Officers

The following shall describe officers of the Association:

a. The officers of the Association shall be President, the President-Elect, the Secretary, and the Treasurer. All officers shall be regular members of the Association.
b. The names of candidates for elective office shall be submitted in the Spring semester. Candidates shall be elected to office by vote of the members by mail ballot.
c. All elected officers shall serve in office one year.  In the event that the President shall not serve out his/her full term for any reason, the President-Elect shall succeed to the unexpired term thereof and continue as President through the following year. If the President-Elect is unable to succeed to the Presidency, both a President and President-Elect shall be elected by the membership at the time of the next election.
d. The Executive Board, by majority vote, shall fill any vacancy created in any elected, unexpired office except for the office of President-Elect. Any member so chosen shall serve until the term of the vacated office has expired and a successor has been duly elected.
 
Article VI. The Executive Board

Section 1. The Executive Board

The following describes the Executive Board:

a. The Executive Board shall consist of the Officers and a Faculty Advisor.
b. The Executive Board shall conduct all matters of business, administer policy, and make recommendations to the membership. The Executive Board shall be charged with conducting the continuing affairs of the Association.
 
Article VII. Committees

Section 1. Appointments

The President shall appoint committees with the advice of the Executive Board. The President shall be an ex officio member of all committees.

 
Article VIII. Meetings

Section 1. Time and Place

A monthly meeting of the Association shall be held at such time and place as determined by the Executive Board. Other meetings shall be determined and announced to the membership.

Section 2. Quorum

a. Executive Board - A quorum shall consist of one-half of the duly constituted body. When necessary, Executive Board members may be polled by telephone instead of calling together the body to conduct a special meeting. Minutes of such telephone meetings shall be kept in the same manner as all other minutes of the Executive Board.
 
Article IX. Finances

Section 1. Dues

Membership dues shall be payable at the beginning of the Fall semester for the entire school year (Fall and Spring semesters). The membership dues shall be used for:

 a. Newsletters
1. to announce meetings
2. to announce job openings/internships
3. to provide SANDCASP news
4. to provide SPSA Executive Board news
5. to announce important features presented by the Association.
b. Speakers for the Colloquium
c. Refreshments at the SPSA meetings
d. Communication among the membership (flyers, etc.)
e. Other expenses deemed appropriate by the Executive Board in keeping with the purposes of the Organization.
Section 2. Budget and Fiscal Year

The Executive Board, upon recommendation of the Treasurer, shall present an annual budget to the membership for adoption. The fiscal year shall be determined by the Executive Board and shall coincide with the elective year for Officers.

Section 3. Expenditures

Upon adoption of the budget, all accounts being duly approved by the Treasurer or, in his or her absence, the President, shall be paid by voucher signed by those authorized to issues checks on behalf of the Association.

Section 4. Debt

No member of this Association shall contract, or cause to be made in the name of the Association, any debt for any reason whatsoever without the specific and proper authorization of the Executive Board.

Section 5. Audit

The Executive Board may cause the account of the officer handling funds of the Association to be examined annually by the Faculty Advisor.

Section 6. Dedication of Funds and Dissolution

All assets of this organization shall be permanently dedicated to the purposes set forth in Article III and in case of dissolution of the organization, all assets will be distributed to a public or tax exempt cause as provided in Article III of this Constitution.

 
Article X. Amendment of the Constitution

The Constitution of the Association shall be amended by mail to the membership. A two-thirds vote of those voting by mail ballot shall be required for an amendment to pass. The mail ballots must be returned within 15 days.

 
Article IX. Effective Date

This constitution, upon ratification, shall be come effective immediately.
