The intersection of Otay/Brooklyn St. adds an interesting flavor to the neighborhood of Encanto. It appears to be a quiet, family-oriented area. The residents all seemed concerned about safety, since most of the homes had bars on their windows and "Beware of Dog " signs. The properties were not well maintained. The landscape consisted of dead grass, succulent plants, furniture, and old cars.

Many of the houses seemed in a state of disrepair. The windows were broken and the fences needed mending. There was even fire dameage done to a boarded up garage. Most of the houses were not owner-occupied. This contributed to their poor condition. the neighboorhood was prodominitly Hispanic. Apartment-for-rent signs were written in Spanish with no English translation. the phone number was even a number in Mexico.
